HSWA Part 18 Laboratories The use of hazardous substances on a small scale for research and development or teaching is exempt from getting approvals for all chemicals, intermediates, and end products within the lab (HSNO) and from most of the other requirements within the HSW Hazardous Substances Regulations (Part 18). TCC (NZ) is able to assist clients with assessing if they qualify as a Part 18 Laboratory and to provide assistance when there are shortfalls. If the lab conforms to the Regulations, or the organisation supplies evidence of addressing the non-conformances, we issue a lab certificate that shows a third party has assessed you and found you compliant with Part 18. Secondary Containment Systems Bund Leak Testing IEM offers Secondary Containment Systems (Containment Bund) Leak Testing to meet the obligations of HSNO COP 47 and achieve Hazardous SubstanceS Certification. The process involves filling the bund with water and carrying out a hydro test, which measures leakage/permeability rates of the compound with respect to the atmospheric conditions. The test relies on specially-developed monitoring equipment. IEM has developed a proprietary system for flood testing secondary containment compounds. Upon completion of the test, a comprehensive report detailing methodology, analysis, results and observations, and conclusions will be provided as an Independent Maintenance Verification for your records. The Regulations: Every hazardous substance tank requires a secondary containment system to contain the contents of the primary tank in the case of a failure. they usually take the form of a concrete or earthen bund. secondary containment bunds are, where practicable, required to be ‘flood tested’ at intervals of not more than 10 years, as per the recent (draft) secondary containment systems guidance for pcbus. the method for such a test is not obvious, requiring specialist equipment and experience with regulatory precedent. in the past, this aspect of compliance was covered by hsno cop 47. with 15 years in the industry, iem director chris carswell can ensure your secondary containment bunds receive adequate inspection, testing and documentation to achieve statutory compliance.
